Abstract

This paper derives the MCR base constant from cosmological background scalar field dynamics and reformulates it as a dimensionless normalized parameter. Starting from a homogeneous scalar field in a Hubble-scale cosmological background, the total action is shown to naturally produce , establishing a direct link between MCR structure and large-scale cosmology.By imposing Einstein–Hubble consistency conditions, the MCR base constant is derived rather than empirically tuned. The resulting formulation demonstrates that the constant emerges from gravitational matching at the Hubble scale. A Planck-normalized dimensionless form reveals a small coupling parameter (), indicating hierarchy scaling between Planck and cosmological regimes rather than arbitrary fine-tuning.Explicit falsifiability conditions are provided, including dependence on precision measurements of the Hubble parameter and independent cosmological action calculations. The results support interpretation of the MCR base constant as an emergent cosmological scaling parameter grounded in background field dynamics.
