The regional plans of subjects of the Russian Federation for adapting to climate change are analyzed. A total of 2171 measures from 76 regional plans were examined. Of these, only 1165 were classified as corresponding to adaptation goals. The proportion of adaptation measures in the total varies from region to region, ranging from 22.2% to 100%, with a median of 55.8%. Interviews with the developers of plans for 28 regions identified the causes of the high proportion of “nonadaptation” measures. These include the actual lack of federal funding and insufficient funds in regional budgets, making it impossible to attract qualified specialists to develop documents; a lack of awareness among regional authorities of climate issues and of how to set goals in terms of forming and developing state climate policy; and insufficient multilateral cooperation between regional authorities, centers of expertise, the business community, nonprofit organizations, municipal authorities, and local communities. There is also a de facto lack of motivation among regional executive authorities to develop comprehensive regional plans and include measures the implementation of which does not depend on the authorities. Proposals have been made to improve the quality of adaptation plans, which can be considered when updating regional documents.
