Qualitative study explores policy coherence in climate strategies in Mauritius, suggesting improvements for effectiveness.
Energy policy coherence in Mauritius is crucial for effective climate mitigation and adaptation strategies. A qualitative study employing thematic analysis to explore policy documents, expert interviews, and stakeholder feedback from government agencies and non-governmental organizations (NGOs). The coherence between national climate action plans (NAPs) and sector-specific policies was found to be weak in terms of cross-sectoral alignment (30% effective vs. 70% ineffective). Renewable energy targets were more consistently met by 85% of the analysed policies. Current policy frameworks lack comprehensive coherence, particularly regarding climate impacts across sectors. A stronger focus on intersectoral integration is recommended to improve effectiveness. Develop a strategic framework for interdepartmental collaboration and regular cross-sectoral reviews in energy policy development. The empirical specification follows Y=β₀+β^ X+ε, and inference is reported with uncertainty-aware statistical criteria.
