eng This study examines how cultural heritage has proven to be an effective instrument for nations in the cultivation of soft power. The Sultanate of Oman is used as a case study in this regard. The research looks into the strategic interplay between the preservation of cultural heritage and the dynamics of soft power in these non-coercive, influential times. Cultural heritage, both tangible and intangible, is a basic pillar of the identity and international image of any nation. For Oman, which enjoys a reputation for its rich history, UNESCO-listed sites, and vibrant traditions, tapping these cultural resources has significant implications for its international standing. It offers an in-depth assessment of how Oman addresses challenges in integrating cultural heritage into the national strategies, especially on achieving economic diversification through tourism and cultural diplomacy through Oman Vision 2040 and the Strategies for Tourism and Culture, respectively. In fact, through such unique cultural legacies-actual preservations of historic forts, traditional arts promotion, and cultural events-Oman postures itself as their custodian. These initiatives attract global tourism to their countries and strengthen diplomatic relations through mutual respect and international goodwill. The research methodologically implements qualitative methods, such as interviews with significant stakeholders in the cultural, tourism, diplomatic, and educational sectors of Oman, together with policy and international ranking analyses like UNESCO designations and the Soft Power Index. It further evaluates the economic and socio-cultural impacts in terms of increasing tourism revenues, creating jobs, and enhancing national identity. The findings highlight challenges like globalization, cultural commodification, and the need for sustainable management. At the same time, they point out opportunities that could help Oman increase its soft power through digitalization, community engagement, and strategic partnerships. The paper concludes by suggesting frameworks for the maximization of cultural heritage potential as both a diplomatic and economic resource, placing Oman as a model for soft power integration in the Middle East. This research enriches the discourse on cultural heritage's role in global relations, offering insights into its strategic value for fostering international cooperation, economic growth, and cultural preservation.
