Practitioner Brief illustrates how to enhance democratic competences in education, suggesting effective scaling strategies.
This Practitioner Brief provides practical guidance on how Education for Democracy (EfD) can be implemented and scaled across diverse educational contexts. It draws on evidence and experience generated through the DEMOCRAT project, in particular the Living Labs and the local projects developed and implemented across partner countries. The Brief is designed to support educators, teacher educators, youth leaders, institutional leaders, and policymakers who are seeking to strengthen democratic competences in formal and non-formal learning environments. At the centre of this Brief is the DEMOCRAT Toolbox, an open-access resource that brings together tested examples of EfD practices, curricula, assessment tools, and lessons learned from Living Lab implementation. The Toolbox is designed to support reflection, adaptation, and scaling rather than to prescribe a single model of democratic education. Users can explore projects by country, learner group, educational level, theme, and democratic competences, enabling flexible use across contexts. The Brief synthesises key lessons learned from implementing EfD through Living Labs. These lessons highlight the importance of embedding EfD within existing structures, engaging stakeholders through co-design, allowing flexibility while maintaining core democratic principles, and supporting sustained practice over time. They also underline the critical role of institutional conditions such as, leadership support, time, and alignment with policy frameworks, in shaping the long-term impact of democratic education initiatives. Building on these insights, the Brief presents a set of practical guidelines for scaling up EfD. These guidelines emphasise the need to balance fidelity and flexibility, invest in professional learning, engage stakeholders at multiple levels, promote inclusion and participation, and embed monitoring, evaluation, and reflection into scaling processes. Taken together, they show that effective scaling is not about replicating isolated practices, but about creating the conditions that allow democratic learning to take root, adapt, and endure. Overall, this Practitioner Brief positions Education for Democracy as a continuous, participatory, and system-oriented practice. By linking practical resources with evidence from Living Lab processes, it aims to support sustainable and context-responsive approaches to scaling democratic education across Europe and beyond.
