Homelessness remains one of the most complex and urgent challenges facing communities across the country, involving issues of housing affordability, health disparities, and systemic inequities. Tackling homelessness requires collaborative, multi-sector responses that go beyond short-term relief and aim for sustainable solutions. Continuum of Care (CoCs) play a crucial role in this landscape by coordinating resources, applying evidence-informed strategies, and bringing together various stakeholders, including government agencies, nonprofit groups, and community members. Through their comprehensive approach, CoCs work to ensure that the regional housing and homeless service field can offer tailored, holistic support for people experiencing homelessness. The Washtenaw County CoC acts as both a central hub and a driver for efforts to prevent and end homelessness in the county. Based on the interviews with key stakeholders, archival research, and observations, this case study provides a detailed review of the CoC’s priorities, representation, decision-making, resource allocation, funding methods, and partnership structures. Drawing on evidence from multiple methods, the study aims to highlight both successes and obstacles in the local response, situating Washtenaw County’s experience within broader state and national policy contexts.
