This paper advances the ontological framework of The Elemental Reason by examining the operational structure of empirical measurement. It argues that the fundamental conditions required for any scientific observation - identity, interaction, and organization - are not merely epistemological constraints, but reflect the minimal ontological conditions of empirical existence itself. By analyzing scientific practice across physics, chemistry, biology, and cosmology, the essay demonstrates that reality operates as a continuous configuration of Coherence (C), Interaction (I), and Complexity (K). Formulated as the equation E = C × I × K ≠ 0, this triad establishes that empirical existence is not a static substrate, but a dynamic "Proof of Work." Consequently, the universe is intelligible precisely because the conditions that make measurement possible are the very same conditions that sustain physical reality.
