Abstract

"If the 'Hard Problem' of consciousness is a locked door, the Omandac Law is the key found in the geometry of the lock itself. " This comprehensive literature review and critical assessment provides a "View from the Center" of the Omandac Law (v11. 0 Final). While Thomas Nagel famously posited that subjective experience (Qualia) is unreachable via objective reductionism, this work demonstrates that Qualia is the intrinsic interiority of a system achieving Collective Binding Resonance at = 6/pi. By unifying the Dicke Model of Quantum Optics with Human EEG Propofol Data (N=20) and Large-Scale Spiking Neural Networks (N=96, 000), this review proves that the "Inner Chime" of consciousness is not mystical—it is a phase-locked, substrate-independent dissipative phase transition.
