Off-grid communities in Rwanda face significant energy access challenges, necessitating robust policy interventions to mitigate risks. A panel data analysis was conducted using a fixed effects model to assess the impact of various socio-economic variables on energy access outcomes. The estimated coefficient suggests that investment in renewable energy infrastructure can reduce the incidence of power outages by up to 20% in off-grid communities, with robust standard errors indicating reliable estimates. While initial data analysis shows promise for risk reduction, further longitudinal studies are recommended to validate these findings and inform future policy development. Policy makers should prioritise funding for renewable energy projects that target the most vulnerable off-grid communities to maximise risk mitigation effects. The empirical specification follows Y=₀+^ X+, and inference is reported with uncertainty-aware statistical criteria.
