The years between 1939 and 1944 was one of the dynamic and turning point in the political history of Odisha and colonial India. This period also witnessed the several political unrest in Odisha. This period saw the resignation of the First congress ministry and witnessed of governor’s rule. The outbreak of the Second World reshaped whole functions of provincial autonomy which was introduced under the Government of India Act 1935.During this time Odisha deals with colonial administrative reforms, nationalist movements and war time situations. This article examines the interaction between wartime exigencies, provincial governance, and popular politics in Odisha from 1939 to 1944.
