Research uncovers digitalization challenges in regions, suggesting frameworks for overcoming limitations.
The study examines structural factors that limit development of processes for regions using digital methods and the study reveals three levels of factors that limit this development. The analysis shows limitations in relationships between infrastructure and data factors. This finding indicates indicates a disconnection disconnection between change in industry and capabilities for developing new approaches. The study also reveals delay delay in governance systems in contexts for digital development. The analysis examines how factors combine to produce limitations. These factors include organizationalpatterns that resist new approaches, limits from organization patterns that resist new approaches, and limits from systems that develop slowly. The study uses this analysis to develop approaches for improving outcomes. These approaches use networks for computing and methods that allow learning across separate data sources. The approaches also use agents for industry processes and platforms that divide functions into separate components. The study indicates that methods using digital representations of systems and governance using systematic procedures provide means for coordination. This work provides a framework for analysis that supports understanding of mechanisms and that indicates pathways for practice to address limitations in development of digital approaches for regions.
