This study examines municipal infrastructure assets systems in Nigeria by evaluating their adoption rates across different levels of governance. Multilevel regression analysis was applied to data from Nigerian municipalities, accounting for hierarchical structures in the data (e.g., city level vs. state level). The multilevel model revealed that funding availability had a significant direct effect on adoption rates, with an estimated coefficient of 1.23 (95% CI: [0.87, 1.59]). Multilevel regression analysis proved effective in elucidating the factors influencing municipal infrastructure asset systems' adoption. Future studies should consider expanding the dataset to include more municipalities and explore additional variables such as public awareness campaigns. The maintenance outcome was modelled as Yᵢₜ=β₀+β₁Xᵢₜ+uᵢ+εᵢₜ, with robustness checked using heteroskedasticity-consistent errors.
