We present a field-theoretic model in which dark-matter phenomenology emerges from the dynamics of a self-organizing scalar field. The theory is fully specified, uses a single global parameter set, and reproduces galaxy rotation curves, gravitational lensing behavior, and collisionless dynamics in cluster mergers. In the quasi-static limit, the field admits an effective dark-fluid description that is emergent rather than fundamental. The model is falsifiable and makes testable observational predictions.
