Mixed-method evaluation identifies maintenance issues in water treatment facilities, suggesting improvements.
Water treatment facilities in Uganda face challenges related to system reliability and maintenance. A mixed-method approach was employed, combining quantitative analysis with qualitative insights from field observations. Panel data were analysed to estimate system reliability under varying conditions. The analysis revealed that 75% of water treatment facilities experienced maintenance issues within the first year of operation, affecting overall system performance. Despite initial challenges, improvements in operational procedures and increased funding can enhance system reliability. Implementing preventive maintenance strategies and expanding financial support for infrastructure upgrades is recommended to improve water quality and availability in Uganda. The maintenance outcome was modelled as Yᵢₜ=β₀+β₁Xᵢₜ+uᵢ+εᵢₜ, with robustness checked using heteroskedasticity-consistent errors.
