The e-SAFE project aims to develop an innovative system to combine earthquake-resistant and energy-efficient renovation of existing buildings. This system ensures both compliances with energy-saving and earthquake-resistant safety objectives and greater aesthetic and functional attractiveness, internal comfort, reduced construction time and costs, less inconvenience for occupants, accessible financing solutions and innovative business models. All these factors make the proposed system competitive in the European construction market, with the aim of achieving long-term climate and energy goals. As part of this project, WEBO developed two mock-ups and a pre-assembly manual to guide practical implementation. This manual follows the Dutch KOMO certification system, which ensures quality and regulatory compliance in the construction sector. KOMO certifications are based on Assessment Guidelines (BRL) and Implementation Guidelines (URL), which are technical documents issued by accredited Dutch inspection bodies to standardize construction methods and verify performance. For implementation outside the Netherlands, local regulations must always take precedence, and equivalence with local standards must be verified. The preassembly manual includes a decision-making roadmap developed by WEBO to assist in selecting the appropriate construction method, either e-CLT or e-PANEL.
