Current agricultural regulations rely on static, uniform restrictions that inadequately address site-specific conditions and precision technologies, creating a regulatory bottleneck for innovative crop protection. This paper proposes Precision Risk Management (PRM), an integrated digital framework transforming compliance through three innovations:Rules-as-Code (RaC) digitalizes regulations for dynamic, transparent governance. A digital passport ecosystem captures field-specific data, product characteristics, and application technology capabilities. The Envi-Cloud engine processes these elements using certified algorithms to generate field-specific digital prescriptions that optimize crop protection effectiveness and environmental safety.The framework creates a continuous improvement loop where execution data feeds back into the system, driving innovation while enabling regulators to verify field practices where privacy regulations permit. With the EU mandating digital crop protection labels by 2027, PRM offers a pathway from static, paper-based regulations to dynamic, data-driven risk management that maintains safety standards while unlocking precision agriculture's sustainable potential.
