This note presents a compact control-sample test of the GTOM baseline in disk galaxies. The main result is not universality of a single beta value across all morphologies, but the emergence of a restricted structural stability window in mature flat disks, where representative beta remains close to 0.7–0.75. In the present control sample, NGC3198 and NGC2403 lie inside this window, while NGC2841 appears as a bulge-heavy tension case and UGC128 is treated only as a provisional diffuse probe. The work is intentionally limited in scope. It does not claim a universal law for all galaxy types, does not confirm any high-redshift scaling of the baseline parameter, and does not extend the validated result to cosmological closure. The current outcome is therefore regime-based: morphology-aware reading is more informative than a naive global fit, and the baseline parameter is best interpreted as a transition-scale marker within a limited structural class.
