The article examines the constitutional principles shaping the legal regime of education in the Russian Federation and describes a multilevel framework for implementing the right to education as an integrated system of normative, administrative, financial, and procedural guarantees. It substantiates the role of legal certainty and coherence of law enforcement in ensuring the stability of educational guarantees and delineates the limits of public regulation while preserving the autonomy of participants in educational relations. Particular attention is paid to the unity of the legal space and to legal consciousness as conditions for the practical effectiveness of constitutional prescriptions in a socially significant domain. The article concludes that the Russian model of implementing the right to education is aimed at securing accessibility and quality of education while maintaining a balance between public interests and individual rights.
