Abstract

The councils of Saudi university institutions, the University Council, the Scientific Council of the University, the Council of the college or institute and the department Council are among the most important government agencies through which the educational policy of the state is realized within the framework of the kingdom's Vision 2030. Within the framework of what the relevant laws and regulations allow, this important role of councils, is embodied especially through the holding of meetings ending with multiple legal outputs. The holding of meetings, due to its importance, is subject to legal controls derived from many regulations, especially the council of higher education and universities, and the university system and the general principles of administrative law, on which the Administrative Judiciary rests. Also, the requirements of professional ethics, which are usually included in the codes of professional conduct. Thus, failure to comply with these controls, and these requirements make meetings illegal and subject for objection and the claim for compensation in the event of proven damage. From this point of view, the various councils of Saudi university institutions should take care, on the occasion of holding their meetings, to comply with the statutory controls and ethical requirements, at multiple, consecutive, and interrelated levels. This means the convocation and conduct of meetings, so that the roles of these councils in achieving the educational policy of the state are achieved with the required seriousness and quality. Perhaps this explains the subjection of the meetings of these councils to multi-form control
