Technical note outlines global governance system enhancements, emphasizing global scope, registry, and learning proposals.
This technical note describes Phases 8.0 and 8.1 of the APR-Lite governance platform, constituting the first cross-tenant governance layer. Phase 8.0 introduces global scope: a global_config singleton governing global ceilings and global freeze state, a governance officer registry (governance_officers and governance_officer_actions tables), registry-backed approver validation replacing string-based TEXT[] validation, and global freeze as the highest-precedence freeze state (above tenant, coalition, session, and learning freeze). Phase 8.1 extends global scope with global overlay columns on global_config, a full overlay precedence chain (global_overlay > global_ceiling > tenant_ceiling > coalition > session > agent), and global learning proposals requiring GLOBAL_OFFICER identity for both proposer and approver. The implementation is validated against a 35-test smoke suite. The full governance precedence chain is now: global_overlay > global_ceiling > tenant_config > contract_overlay > coalition > session > agent.
