Abstract

New Hampshire officials approved significant new funding to expand access to behavioral health and substance use disorder services and strengthen the state's community mental health system, according to a March 25 news release. Gov. Kelly Ayotte and Executive Councilors Joe Kenney, Karen Liot Hill, and Janet Stevens authorized a contract creating a statewide Community Mental Health Hub overseen by the Governor's Office of New Opportunities & Rural Transformational Health. The hub is designed to improve service delivery, support workforce growth, and enhance long‐term sustainability, particularly in rural communities. Funded through New Hampshire's five‐year Rural Health Transformation plan, the investment follows a December 2025 award from the U. S. Centers for Medicare & Medicaid Services (CMS) totaling more than 204 million in the first year — the largest CMS rural health award among New England states. The hub will advance coordinated initiatives, such as adoption of a shared electronic health record system and expansion of integrated care.
