This paper presents a comprehensive unified framework where the two classes of Riemann zeta zeros dictate the fundamental laws of physics. Non-trivial zeros (ₙ) serve as spectral standards for the three-generation particle mass hierarchy (N=1, 2, 3) and resonance states like X (2370) (N=4), derived via the parameter-free KIT Universal Mass Formula. In a breakthrough resolution of the Strong CP Problem, we demonstrate that trivial zeros (s=-2n), residing exclusively on the real axis, act as topological anchors for the strong force. Their lack of complex conjugate partners naturally locks the strong-force phase at =0, eliminating the need for axions or fine-tuning. Finally, the framework identifies the Neutrino (N=7) as the "lattice breath" of a saturated 3D+1D manifold. By unifying the 0. 06% variance in Newton’s constant G with the neutrino’s infinitesimal mass scale, this work proves that the Riemann zeta function is the structural blueprint of physical law.
