Project V.E.L.A. (Vacuum Entanglement and Lattice Analysis) provides a falsifiable experimental framework for testing the velocity of light and quantum entanglement synchronization in deep space environments by building upon the foundations of the Unified Fractal Theory (DOI: 10.5281/zenodo.18152385). This brief proposes that the currently accepted speed of light (c = 299,792,458 m/s) is a localized phase velocity dictated by the specific gravitational and magnetospheric torsion of the Earth, and derives a Universal Bridge Equation that maps local torsion to vacuum lattice contraction to predict a significant relaxation of the phase velocity limit (c₀ ≈ 328,280,635 m/s) as sensor platforms exit the Earth refractive volume.
