Abstract

Purpose: This study proposes a cost-effectiveness analysis framework that can quantitatively and scientifically assess the applicability and optimal level of Condition-Based Maintenance Plus (CBM+) technology in the early stages of weapon system development.Methods: To achieve this objective, the relationship between costs and effects of CBM+ technology levels was systematically analyzed by integrating a continuous-time Markov chain (CTMC)-based availability model with a power-series cost model.Results: To validate the proposed framework, a case study was conducted using a virtual radar system in a weapon system context. The analysis derived both the necessity of applying CBM+ technology and the corresponding target technology levels.Conclusion: The proposed framework can serve as a practical tool for supporting rational decision-making and reducing uncertainty associated with technology adoption in the early stages of weapon system development. Ultimately, it is expected to contribute to improved reliability in the defense sector and to reductions in operational costs.
