This work introduces the DOCUAN framework, a quantitative model for analyzing stability, order, and enforcement dynamics in complex systems. The model defines system order as a function of structural constraints and dynamic variables including application fidelity, execution effectiveness, proportionality, and traceability. By integrating principles from information theory and statistical mechanics, coherence is formalized as a measurable quantity inversely related to entropy. A system of coupled differential equations is derived to describe the evolution of coherence and impunity within dynamic environments. Stability analysis reveals critical thresholds governing system equilibrium and collapse conditions. Numerical simulations demonstrate how variations in traceability and enforcement mechanisms influence system behavior over time. The framework provides a predictive and testable structure applicable to institutional systems, economic networks, and artificial intelligence governance.
