Defines governance physics and highlights the role of the Governance Orchestrator and Evidentiary Truth in system coherence.
Governance physics is not a metaphor. It is the substrate-level set of invariants that determine what an agentic system can do, may do, and must be able to prove it did across time. Hardware enforces execution physics. IAM enforces access physics. Policy engines enforce conditional logic. But none of these layers enforce governance physics — the continuity-grade constraints that bind identity, authority, meaning, and admissibility into a coherent, reconstructable system. This paper defines governance physics as a distinct enforcement category, identifies the Governance Orchestrator as the true enforcement layer for these physics, and introduces Evidentiary Truth as the missing eighth governance-physics invariant — the post-runtime, post-operator, post-incident truth that makes all other governance truths defensible across time. Without Evidentiary Truth, governance collapses into trust. With it, governance becomes physics.
