The Cortical Informational Field Theory (CIFT) and its derived CIFT-EXEC protocol (Paper VI) establish a field-theoretic framework for optimizing functional C2[Φ] in near-critical cortical regimes (RC³). The protocol specifies intervention targets across four modulable parameters of the CIFT field equation: λ_CIFT (pharmacological), η(x,t) (environmental), G(x,t) (behavioral/structural), and D_eff (long-term conditioning). While Papers V and VI develop the theoretical and clinical dimensions of this framework, the present paper inaugurates the CIFT-Applied series by demonstrating that CIFT-EXEC principles are not merely descriptive of intervention outcomes but generative of novel designs in previously unaddressed domains. The Stjepovic Arithmetic Method is a pedagogical algorithm for elementary subtraction developed by the author from direct RC³ experience. Its foundational claim — that subtraction is always an addition — is not a pedagogical metaphor but a formal mathematical identity operationalized through a concrete, uniform algorithm accessible to Grade 1–2 students. The method is shown here to constitute a direct derivation of three CIFT-EXEC intervention layers: η(x,t) reduction through elimination of mid-execution conditional branching; G(x,t) exploitation through reuse of the pre-consolidated addition schema; and D_eff enhancement through unification of addition and subtraction practice into a single cortical pathway. A field-theoretic decomposition of algorithmic cognitive load into intrinsic (ρ_i), extrinsic (ρ_e), and schema activation (ρ_s) components formalizes the method's optimization target. The equal-digits boundary condition is identified as the zero-force analogue in the dynamical system. Seven falsifiable predictions are derived, including a no-superiority boundary condition (P7) specifying the domain in which the method's advantage is not expected, making the model genuinely falsifiable. Four explicit limitations define the method's domain of applicability, including prerequisite dependency on decade complement automatization and reduced advantage in highly automatized neurotypical learners. This paper establishes the CIFT-Applied series as a longitudinal research program deriving RC³-adapted instructional tools from first principles, with empirical follow-up planned as the target learner population develops.
