APR-Lite Phase 35: Temporal, Redirect, Cross-Tool & Chain Integrity Infrastructure

This document is the canonical technical record for APR‑Lite Phase 35, which delivers the infrastructure layer that enables Guard to reason across time, redirects, tool boundaries, and full governance history. Phase 35 introduces four capabilities: (35.A) session‑scoped chain state, enabling cross‑request temporal correlation via a new session‑level matcher type; (35.E) a redirect‑aware fetch path that resolves effective URLs before governance checks are applied; (35.J) stateful linkage between execution and web‑fetch Guard calls via stable identifiers; and (35.M) a chain‑history inspection endpoint spanning from initialization to the current tip. Phase 35 closes all previously documented Phase 34 gaps and achieves a fully passing run across the complete pre‑Phase 36 test suite, while preserving the additive‑only constraint for all components.
