Description The Atlas Operator Stack is a four-domain reasoning architecture for agentic web navigation composed of AtlasFrom, AtlasIf, AtlasWhere, and AtlasWhy. It separates provenance, conditional logic, routing, and explanation into distinct operator layers for AI movement across web-based stations, tools, and nodes. This work introduces a minimal operator grammar for structuring how AI systems traverse distributed web environments. Each operator defines a distinct infrastructural role: AtlasFrom governs provenance and source-entry conditions; AtlasIf governs conditional branching and logical switching; AtlasWhere governs routing, station selection, and directional movement; AtlasWhy governs explanation, trust, and causal legibility. The contribution lies in the explicit integration of these functions into a named four-domain operator stack and in framing web resources as callable reasoning stations rather than passive documents.
