In early-formation governance markets, vendors systematically diagnose the failure mode that aligns with their product category. This is not malice or incompetence. It is the predictable epistemic consequence of deep expertise at a specific layer producing genuine insight at that layer and systematic blindness to the layers above and below it. This paper examines this pattern in the current agentic AI governance market, demonstrates its structural mechanism through three contemporaneous examples, and identifies the diagnostic principle that distinguishes layer-specific symptom treatment from physics-layer governance. The conclusion: in agentic AI governance, the physics layer is the behavioral substrate—the foundational environment that determines what a system is authorized to become. Every governance product currently marketed operates above this layer. The substrate governance gap is therefore not a market gap awaiting a vendor. It is a physics gap that vendor epistemology is structurally incapable of seeing from within any single product layer.
