Defines intelligence as normative regulation in diverse systems, suggesting a unified framework's implications.
Existing accounts of intelligence — psychometric (the g factor), modular (Gardner's multiple intelligences), emotional (Goleman), computational (loss minimisation), and biological (adaptive selection) — are mutually irreducible. No single framework applies simultaneously to bacterial chemotaxis, human reasoning, and deep learning. We propose intelligence as normative regulation: S FEN (conjunctive necessity in lattice theory). Generates 15 properties, 6 regimes, 6 transmutations. Unifies human (g=coupling quality), biological, AI (Regime 5 Tyranny). AGI requires P15 + λ-plasticity. Six falsifiable predictions (3 novel).
