Analysis shows the effectiveness of international law in vocational education for minors, suggesting better integration is needed.
The article is dedicated to the analysis of the contemporary international law regulation of the right to education and its implementation in the context of modern socio-political and economic challenges, with an emphasis on the role of vocational education, including for minors. The relevance of the study is determined by the necessity to identify the features, specifics, and limitations of the implementation of international legal standards in the field of education at the level of vocational education, as well as to assess the effectiveness of national mechanisms for their implementation in the context of contemporary socio-economic and technological challenges. The subject of the research includes the peculiarities of the implementation of international legal standards in the field of the right to education into the national system of vocational education, as well as the legal nature of the federal project "Proficient" as an element of the internal mechanism for the implementation of these obligations. The research methods include systemic and comprehensive approaches, comparative-legal, doctrinal, analytical methods, synthesis, classification, systematization, and generalization, as well as formal-logical, historical-legal, and methods of analyzing specific legal situations. The scientific novelty of the research lies in the identification of the legal nature of the federal project "Proficient" as an element of the national mechanism for the implementation of international educational standards, as well as the necessity for improvement and mutual legal recognition of existing qualifications under the project at the international level. International legal regulation of the right to education forms a system of universal standards aimed at ensuring accessibility, non-discrimination, and quality of educational services. The standards do not contain detailed mechanisms for their implementation, which predetermines the key role of the state in their national-level implementation. It has been established that the federal project "Proficient" represents an internal mechanism for the implementation of state policy in the field of vocational education. At the same time, its content and direction allow it to be qualified as an element of the national system for the implementation of international standards in the field of the right to education. The federal project "Proficient" has been recognized as an effective tool for implementing international standards in terms of ensuring accessibility and practice-oriented education; however, the author notes that its potential is limited by the lack of mechanisms for international comparability of qualifications and insufficient integration into transnational educational processes. It has been found that existing international approaches to ensuring comparability and recognition of qualifications are characterized by fragmentation and a lack of universal criteria, which limits the mobility of learners.
