Abstract

Cadastral surveying is the process of establishing and delineating boundaries. When developing a layout, it is important to keep then design unique at the time of implementation to avoid compromising the integrity of cadastral data such as parcel size, shape, and coordinates. Other issues include incursion into neighbouring plots, changes in land use design, road sizing etc. can be avoided or, at least, detected, by maintaining the originality of the design. This trade-off may have an impact on how the government taxes real estate. To better grasp how to resolve various challenges, the article first expounds the scope of the cadastral data modifications. Planning authorities normally endeavour to enforce and maintain the integrity of plan through development control. While planning personnel conduct regular site inspections in order to detect and ‘X’ mark possible contraventions to examine field implementations, corruption and human errors makes it impossible to verify the accuracy of their field reports. When applied to cadastral layout survey and development control, Unmanned Aerial Vehicles (UAVs) do promise much better outcomes. Graphic documentation of the plan modifications or contraventions can be obtained speedily with high resolution and precision plus better transparency. By demonstrating the essential technique for monitoring urban cadastral information using UAVs, the findings show that UAVs provides high-resolution, high-precision, ageless orthophotos and are veritable development control tools and can be used for cadastral verification.
