Explores environmental management strategies for local authorities to enhance community participation and decision-making effectiveness.
Poorer communities need access to information and knowledge if they are to lobby effectively against decisions which adversely impact on them. All communities need access to information if they are to influence the decision making behaviour of state and private sector decision-makers. Local participation on its aim is not a solution to any problem alone, it needs to be linked to broader democratic system.
