Abstract

This protocol synthesizes the regulatory architecture U.S. organic operators must navigate across two parallel regimes — the USDA National Organic Program (7 CFR Part 205) and EU Regulation 2018/848 — and identifies the specific product categories, documentation workflows, and certification requirements where the two frameworks diverge. The protocol addresses twelve operational sections including the scope of the U.S.–EU Organic Equivalence Arrangement (expiring December 31, 2026), the EU compliance-based import framework, wine sulfite handling, livestock antibiotic treatment, the NOP Import Certificate (NOPIC) workflow under the Strengthening Organic Enforcement Final Rule (88 Fed. Reg. 3548), supply-chain traceability, reconditioning requirements, the EU Certificate of Inspection via TRACES NT, cross-system compliance scenarios, sustainable agriculture integration, and a cross-standard comparison matrix covering NOP, EU 2018/848, Naturland, and JAS.
