Abstract

本研究は市民団体等が維持管理活動を行う市民緑地に着目して、自治体等へのアンケート及びヒアリング調査により、市民団体等の活動内容と公益性の担保の実態を明らかにするものである。本研究の結果、市民団体等が維持管理を担う市民緑地は全体の約4割であり、緑化を目的とする団体や地縁組織が、主に緑地の軽微な管理、イベント実施を行なっていることを明らかとした。また、自治体等が、市民団体等の選定方法、活動を行う際の条件設定、契約締結などを通じて、団体の信頼性の担保や責任の明確化を図るとともに、技術的・金銭的支援や一定の監督体制をとることで、維持管理団体としての適格性を保証し、公益性を担保していることを明らかとした。公益的な活動の範疇は地域によって異なっている。自治体が市民と地域における「公益性」の範囲を確認し合い、共に構築していくことが望まれる。
