This is Version 2 of the second paper in the Wavepool Hypothesis trilogy. The Wavepool Hypothesis proposes that the entire observable universe emerges directly from the interplay of three intangible fundamentals — Mathematics as pure relational structure, Vibration as oscillatory dynamics, and Entropy as intrinsic directional irreversibility — without requiring an explosive hot Big Bang. This paper (Part 2) develops the full cosmological picture that arises from those fundamentals. It presents a cooler, patchy, non-explosive emergence that naturally accounts for recent JWST observations of surprisingly early massive structures, the persistent Hubble tension, and hints of evolving dark energy. The model offers a coherent alternative to the standard hot Big Bang while remaining fully consistent with existing observational data. Version 2 has been harmonized with Part 3 ( and part 1) of the series. It now includes explicit cross-references to the minimal dynamical toy model (the universal vibrational pump and associated field equations) introduced in Part 3, creating a tightly integrated trilogy.
