We report identification of a statistically distinct high-variability subpopulation (C3) among ISP blazars in 4LAC-DR3. GMM on 515 sources identifies C3 (N=129) with 2-4x excess fractional variability independent of observational biases. New in v4: Individual Swift XRT analysis of 3C 66A (27,059 photons, 69.7h) confirms intra-observation X-ray spectral softening (KS p=1.15e-13), independently replicating the ON 246 result (KS p=7.5e-4). Cross-source comparison shows shared spectral signatures despite differing variability characters, supporting a common physical state for C3 members.
