Conceptual publication introduces FVC as a portable computational artefact for controlled acts, suggesting a novel framework for execution in specified contexts.
This record publishes the first public concept package for FVC — Coordinated Living File, a portable computational artefact that governs a situated act rather than an autonomous agent as such. An FVC exists operationally only within declared situated coordinates — temporal, spatial, spatio-temporal, or contextual — embeds a bounded UXO behavior with a single-life execution model, traverses an irreversible lifecycle, and produces a terminal legally verifiable residue after execution, expiry, rejection, revocation, or operational death. The package includes a concept paper, an initial technical specification, a worked YAML example, a relation note to UXO-NM, and a civil-mandate anchoring rationale. FVC is proposed as an extension of UXO-NM v1.0, previously published on Zenodo, and does not replace it. UXO provides executable behavior; FVC provides the situated mandate-container that binds that behavior to coordinates, limits, lifecycle, and terminal evidence. This publication is a conceptual and technical priority record. It is not a medical device specification, aviation protocol, legal opinion, industrial safety standard, or reference implementation.
