ATLAS: Resilience is a program for creating a system for analyzing, forecasting, and supporting decisions on the resilience of civil infrastructure under conditions of partial failures, cascading effects, and active external stressors. The program brings together a theoretical foundation --- the developing theory of dynamic dimensional resilience --- a cycle of applied case studies, a software implementation of a decision-support system, and an explicit public ethical framework. This document defines the program's purpose, its four-level architecture, principles for access to sensitive data, its ethical framework, and its roadmap through 2028. A special role is given to an explicit distinction from military applications of AI and to the argument that preserving the functionality of civil systems requires a fundamentally different architectural and ethical orientation than optimizing destructive action.
