Preprint of a simulation-constrained governance stability architecture. SOE models institutional trust as a continuous variable evolving under disturbance, identity, cognitive distortion, and recovery dynamics. Nine interdependent components specify trust dynamics, disturbance buffering, stability locking, structural support, governance coupling, and meta-governance triggering. Evaluated through 400+ simulation runs across four topology families. Key findings: star topology is disallowed under tested conditions; federation topology is safe under tested conditions with topology-conditioned monitoring; minimum three hub nodes required for structural escape from star failure dynamics; stress detection is topology-specific. Four explicit architectural assumptions with failure modes. Eleven open calibration parameters identified. Intended for citation, critique, and extension.
