The performance of machine-to-machine (M2M) communication / massive machine type communication (mMTC), a cutting-edge technology in 5G Networks, depends heavily on how resources are allocated. To fulfill the diverse QoS needs of an extensive array of M2M / mMTC use cases, valuable and scarce radio resources must be managed effectively. The uplink radio resource scheduling issue for two distinct smart city use cases, namely critical applications and essential applications, are highlighted in this study. So, for M2M communications, we suggest a new fairness and priority-based uplink resource scheduling procedure with 5GNR Numerology (PFRA-0N). Since critical traffic is the traffic type that is most time-constrained, we apply a priority policy in PFRA-0N to its benefit. After ensuring that the needs of the critical traffic are met, the residual resources are optimally prioritized for the essential traffic. Simulations are carried out to validate the PFRA-0N scheduling algorithm. The simulation findings demonstrate that the PFRA-0N algorithm outperforms the proportional fair and BestCQI scheduling algorithm concerning QCI priority support and provides optimal results in average resource utilization and resource sharing fairness.
