Larkin is chairman of the Committee on East Asian Studies at the University of California at Santa Cruz. He is a specialist in Chinese foreign policy and author of China and Africa, 1949-1970 (Berkeley: University of California Press, 1971). In 1975-1977, he directed the University of California Study Centre at The Chinese University of Hong Kong, and in 1980-1981 he was Fulbright Lecturer at Keio University and the University of Tsukuba (Japan).
