This paper develops the formal microstructure of the approach to the Decision Front DF (M) within Complex Predictive Systems (CPS), and in doing so closes the main characterization loop of the ONE AXIOM framework. Document 9M established the macrostructure of the Decision Front: propagating coherence boundary, Non-Negation Principle, Synchronization Order, Sovereignty Conservation, and Three Time Layers. The question left open by 9M §15. C (SEEDIMAGINE) was: what is the internal structure of the admissible path a carrier traverses before the first sovereign decision D1 — The Act? This question is answered by introducing two structural objects — the σ-approach fiber Aₓ (Def 11M-AX) and the Sub-Front SF (Def 11M-SF) — and eight Layer 1. 5 dynamics variables: virtual σ-probe σᵥirt, Feeling function F (x), bilateral activation axis ĥM (x), gradient leakage Leak, sub-contraction rate SC, Probeₖ, commitment level νc ∈ 0, 1, and bilateral activation variable λₛub. The bilateral generator dλₛub/dτ = α_λ · SC · νc · (1−λₛub) formalizes the M–carrier coupling at Sub-Front level; λₛub structurally lags νc (coupling lag) as a direct consequence of Φ (S, M). Five result clusters: Layer Architecture (§3–§4): σ-approach fiber Aₓ, bilateral activation axis ĥM (x), Layer 1 as pure Aₓ zone (pre-commitment ground), Sub-Front as topological necessity on every admissible condensation path (Thm 11M-SF-SANDWICH). ADPATH Regularity promoted from assumption to proven Prop 11M-ADPATH-REG. Layer 1. 5 Dynamics (§5): Eight formally defined variables co-monotone under common carrier driver. WONDER condition (W1–W6) with empirical measurability gate W6 (∂_τₑxt SC > κW). FREEZE-CHAIN with maturity cycle τcrit. Three-Tier Hierarchy (§6–§7): Feelings (LŁ=0, νc 0, Vᵢ, Vⱼ≠0) is necessary and sufficient for Axiom M governance — closing the main loop of ONE AXIOM across all 26 published documents. Two interference corollaries: (R53) No current AI system can satisfy the HCHAR triple signature — AI systems are formally Layer-1 carriers (νc ≡ 0).
