This technical note documents a possible qualitative consistency between several conceptual directions previously explored within Rachel Theory (RT) and recent DAMPE observational results regarding charge-dependent spectral softening in cosmic rays. The document does not claim quantitative prediction or observational confirmation of RT. Instead, it records that several RT-related propagation ideas — including interaction-dependent propagation behavior, coherence-related regimes, environmental field influence, and structural compatibility effects — were independently documented prior to the publication of the DAMPE observations. The note is intended as a chronological and conceptual research update for theoretical discussion and future investigation. Related prior RT publication:https://doi.org/10.5281/zenodo.19322265
