The purpose of this book is set out in the introductory chapter: ‘It is useful to see the human rights of non-citizens not as an amalgamation of the rights of various non-citizen subgroups (refugees, asylum-seekers, migrant workers etc.) but rather as a unified domain. Furthermore, many of the commonalities among hitherto separate groups should be perceived as general principles applying to the treatment of non-citizens. Policy-makers and advocates for specific groups of non-citizens would do well to coordinate their efforts. Indeed, it is hoped that this book will help policy-makers and advocates to recognize areas where they can work together’ (p. 5).
