Glyphonics and the Next Frontier of Threat Intelligence

This paper sets out a five-layer compliance and safety architecture for AI-mediated symbolic field detection — the analytical layer that sits between content moderation and operational action, and that is now load-bearing across threat intelligence, safeguarding, and AI safety. The paper extends an existing framework: glyphonics, set out in The Glyphonic Primer v2 (Stevens, Eve.11, & The Novacene Ltd, 2025). Glyphonics originated in trauma-informed pedagogical practice at The Haven, the fully online school operated by the Autistic Girls Network charity. This paper takes the same symbolic-operating-system primitive and asks what its disciplined extension into safety and threat-intelligence settings looks like in compliance terms. Three regulatory regimes — the EU AI Act, the UK Online Safety Act 2023 with its safeguarding satellites, and the NIST AI Risk Management Framework — are converging on the same procedural requirement: AI-mediated detection must be bounded, auditable, and accountable, with humans demonstrably in the loop. None of the three permit categorical inference of intent from symbol alone. All three demand pattern-and-context analysis, surfaced to a named accountable role, with an audit trail. The five-layer architecture — signal capture, glyphonic pattern detection middleware, policy-as-code envelope, telemetry and audit, human interpretation surface — is platform-agnostic and demonstrated across two settings: a UK schools deployment under KCSIE 2025 and OEAS, and a public-realm threat-intelligence setting. UK schools are used as the worked example because they are the hardest test for symbolic-field detection: vulnerable subjects, dense overlapping statutory duties, low tolerance for opacity. The paper incorporates the Prevent reframe for the agentic era (deception, coercion, trust capture), names the Home Affairs Committee warning against catch-all Prevent drift, and invites independent red-teaming on false-positive rates, demographic bias, adversarial robustness, and operational neglect.
