This work applies a rule-based physical framework to the cosmological regime. The framework does not assume a fundamental spacetime, a primary time variable, or a postulated cosmological origin. Effective cosmological dynamics emerge from coarse-graining, stability, and coherence constraints acting on a discrete relational structure. A general scale dynamics is derived internally, and standard cosmological equations are recovered as restricted projections of a broader class of admissible solutions. The framework naturally admits extended regimes while fully containing standard cosmology as a consistent limit. The analysis is structural and does not rely on phenomenological fitting. It provides a foundation for exploring cosmological consequences within a unified rule-based approach.
