This paper is part of a coherent research program developing an informationally emergent physical framework. P02 develops the emergence of local gauge structure within the discrete informational network introduced in P01. Starting from the global coherence constraint, the paper shows how local transformations preserving informational invariants naturally arise and can be interpreted as gauge symmetries on the network. Informational invariants associated with these local transformations are identified, providing the structural origin of effective gauge degrees of freedom without assuming them a priori. This establishes the conceptual and mathematical basis for the emergence of gauge fields and interactions developed in subsequent papers. While this work can be read independently, its full meaning is apparent only within the complete sequence of papers (P00–P32).
