This work presents the complete unification of two parallel discoveries: 1. The Theory of Instantaneous Connectivity (TCI), which identifies dark matter as a non-local communication channel described by the field Φ with non-local operator e^(-□/A²) and parametric amplifier G_TCI. 2. The Short-Term Memory Compensation Algorithm, which predicts transitions in three-state stochastic systems with only 4 parameters (α=0.1, β=0.5, γ=1.0, k=9). The central discovery: The algorithm is the discretized experimental manifestation of the TCI. The original algorithm (saturation repels, vacuum attracts) achieves 62.6% predictability on balanced systems (financial markets, traffic, weather, fish schools). The inverted algorithm (saturation attracts, vacuum repels) achieves 75.9% predictability on real superconducting qubit data from ISTA (Zenodo 10518320). This provides the first experimental evidence that dark matter is not a passive particle but an active communication medium, and that the universe is filled with a non-local information network.
